Is 117 a good IQ score for a 13 year old?

Yes - for passing tests and above average of 100. Score reamins consistent through life.
But life needs more than high IQ scores.
There are many talented and bright persons with high IQ but fail miserably in life.
You will need good social and emotional IQ - something you can develop as to grow to be an adult.

Yes, do more tests then you might get a higher score because once when I did an IQ-test i got 115, but on one I did after that I got 131 on. And on both tests it was in an other language, english(which is easy, but some words can be really complicated sometimes. I'm swedish).

Yes I would say so - But I would also say that you should not put to much into an IQ score. It is mearly an indicator.
If you just happened to know a bunch of the answers to that particular test then you would do well but if given another test you may not.
