Lycos provide a service like this, and it also contains other things such as presentations, games, web pages and video.
All of them are deemed safe for the UK, unless you enter the 18+ section, but you are prompted to agree that you are of the correct age before you can carry on.
And don't let the name put you off. The reason they call it the Viral Chart is because you're supposed to be sending them here and there, spreading it like a virus would. They are all checked and free from viruses on Lycos.

There are tons of downloadable videos on Google Video. Not all of them are safe, but most of them are. You won't find them unless you search for something dodgy, anyway.
