It depends on the type of lotto you have. Different states have different lottos. For instance in Illinois we have a regular lotto and little lotto. Now the regular lotto has a minimum jackpot of 2million but the little lotto starts at 100k and grows from there so it is possible that someone could win a half a million dollars in our little lotto or a scratch off but that's it.

Well, if the prize is a half million dollars, it's certainly possible to win it (I assume you're talking about a legitimate lottery and not some Internet thing, right? RIGHT?). The whole idea behind the lottery is that SOMEONE wins it, eventually, but the odds are against you big time -- depending on how many numbers you have to pick and how large a selection of numbers you have to pick from, you could have anywhere from a 1/1,000,000 chance (rare that the odds are that good, but they exist, usually with a payout of no more than about $100,000) to 1/100,000,000 chance, or worse. In the world of gambling, lotteries are typically the worst bet you can make -- at least in something like, say, roulette, you have about a 1/38 chance of the ball landing on your number; still pretty rotten odds, but at least there's a chance. I certainly wouldn't bet the bank on any gambling scheme, no matter what the odds, because the odds are always in favor of the house. Even the big lotteries like Powerball or Megamillions, with millions of people nationwide playing each drawing, don't always produce a winner. They sometimes go for weeks or even months without a winner, because even if you have 50 million people, and even if you assume they all pick different combinations of numbers, if the odds are 1/100,000,000, you have about a 50/50 chance of someone winning it (the statistics are a little more complicated than that, but you get the idea)
If someone is trying to convince you to play the lottery (and I'm going to assume it's THEIR lottery), I'd walk away -- the odds are so against you even if it's legitimate that it's not worth it. Go put your money in the bank and invest it in something safe -- at least the stock market generally has an upward trend over time, rather than losing the money instantly through gambling.

If you did not enter the lottery, someone is trying to fool you into giving them your bank account and credit information so they can steal your identitiy. Ignore it, or better yet, forward the message and all of its headers to spam@uce.gov
