curl your eyelashes and put on mascara (not to much because that will make your eyes appear smaller). then line your top lids with black eyeliner(or eyeliner of any color) and put on some eyeshadow that compliments your eye color (any color besides your eye color).

Mascara only on the upper lashes, eyeliner only upper lashes and just a bit beyond the corner of the eye (smude a bit to look great) [eyeliner on the lower lid makes the eye look smaller, not bigger, and is reserved for models who wear way to much makeup, anyway, and they're made up heavily to get your attention--no one wants a raccoon look], and wear a light shadow in the inner corner of your eyes and a darker one from mid-lid that is sweeped upwards towards the brow. Use a medium shadow in the crease of your lid to make the other two blend well. Makeup brushes are not needed much, this can be applied with your fingertips and blended the same way (wash your hands or use a Q-tip).This makes your eyes pop without looking overly made up and scary. If your eyes are blue, go with browns and earth tones with a blue shade in the crease. If your eyes are brown, reverse that. Contrary to what many think the sparkly eye shadows have a tendency to make your eyes look tired (unless you're still a teen) and the undereye look darker, so it's not for anyone over 30, really. Experiment with different colors, because peaches and neutrals works for all shades of eye color. Above all, never use eyeshadow on your lid that matches your eye color--it makes your eyes washed out and disappear, so all that's seen is the makeup. Smile and make your eyes sparkle, no matter which way you go!

To make your eyes appear bigger (you can't actually make them bigger) wear mascara and sweep your eyelashes up. To be dramatic, wear a brown or black noir Loreal Lash Architect over clear. This really opens your eyes up and makes them look bigger.
As for shadow, light colored and little of it helps.

DO NOT apply eye liner around the entire eye (it makes the eyes look smaller), only about half way across the bottom, and about half way across the top, then apply your mascara. I have small eyes also, and this technique really helps!

i would suggest mascara and curled up lashes eyeliner doesn't help especially not putting it all around it makes eyes look smaller unless there naturally already big i think just curled up lashes and mascara will work when i do it it makes my eyes look bigger and also eyebrows have alot to do with it try getting them done going up not straight across or down :)

Wear brown eye liner not black on bottom of eye only and brown mascara also never wear eye shadow under eyes because it makes you look like a raccoon if you do.

Apply your eyelines under your eyelashes on the bottom not on the rim. But make the line thin so that you don't look hookerish. And also apply liner on top lid.

get eyeshadow thats the specific color for your eyes. Put black mascara on getting thicker towards the outer edge of your eyes
