Well, and what's your experience with him?
Have you ever had sex with him?
Perhaps he fears that he could not be "good" enough - speak with him - considering a age of advanced puberty or above, it's quite strange a boyfriend doesn't like sex...

A few ideas come to mind:
1) Was he the victim of child abuse? (He could have some deep psychological issues)
2) Have you had a lot of prior experience? Does he know about it? (He could be afraid of not measuring up)
3) He's gay and hasn't come out yet. (He's keeping up the straight image to cover up)

You have to explore things up. You have to know the reason behind that issue. He is the only one who can tell you why. Otherwise responders will just say that he's gay, which is not fair for him to be judged wrongly. Maybe he has other issues that need to be explored.
