He'll back up to the litter pan and go beside it, but never in it.

You watch him back up?? That's the time to grab him and park his fuzzy behind in the litter box. Lots of praise when he does good, better luck next time when he doesn't. Don't scold him.
When he first wakes up, leave him in the cage until he goes. Most ferrets WILL have to go within minutes of waking. Do not let him fool you though. He'll catch on and fake it. I swear they do.
Do you have more than one litter box in the room he's allowed in? Restrict the area you allow him to run around in. It makes it a bit easier to keep track of him and to watch him backing up.
I put synthetic lambs wool in the corners they used to go into and food bowls in others. Ferrets won't go where they eat or sleep.
Now, there is one corner they won't give up and that's right by the door to their room. I'm thinking it's more of a marking thing, since that is where all the "foreign" smell get tracked into their living space. I get those Classifieds and Penny Savers free at gas stations, grocery stores and even Walmart exits and put them under the litter box there. I still work with them, but if it doesn't happen, at least I saved my carpet. It's just one of those things about ferrets: where there's ferrets there's poop. Hardly any ferret is ever going to be 100%.
Oh, what kind of litter box are you using outside the cage. He may not like it. Two of mine prefer the boxes that'll hold their whole body, they're square and big.

Ferrets have the shortest digestive system of all mammals. I sold mine for this reason, very hard to litter train them, sometimes it is impossible. Now I own two bunnnies and they use their litterbox, I caught my girl using the cat's litter. Bunnies are very clean animals, but they do chew the floorboards. I'm having them spayed to prevent destructive chewing next month.

Use the same thing out of the cage as you have in the cage. Put piddle pads on the floor where he goes.
