Are you a foriegner or an english person? If foreign then talk to english people as much as possible and converse in english. If you are english then I'd suggest not talking to english people as the majority of us don't speak it properly! You're better off taking elocution lessons

Check out www.bbc.com and click on the languages tab at the top. There's also a block on the lower left hand side of the home page that says "learn english". Good luck! I'm learning French, Spanish, German and Manderine Chinese!

Depending on which country, you live in, there should be a college that would aid in the learning of English. Look in the local Yellow pages.

Join stuff. Conumity groups, volenteer places, if you still in school join clubs and extra activities. The more your around the language and need to speak it the more you'll pick it up.

Practice, practice, practice. obtain good books on english literture and read them. Whenever you are out speak english. You will get better.
