Stairs were invented during the building of the tower of Babel. The builders needed a way to get to the upper levels of the tower.

There is some debate as to whether Norman Fogwell discovered "stairs" (when his escalator broke down in 1947) or whether the credit is really due Werner Bösendörfer, who invented "stand-alone" stairs in 1948. It's easy for us to forget that until then, people used ladders, ramps, and so on, and there were many terrible injuries as people fell trying to climb up from one window to the next. Many of the ornate decoration you see on older buildings was an effort to provide better climbing surfaces for folks moving from one floor to another.
Here's a picture of President Benjamin Harrison being winched from one floor to another at the White House. My thanks to Mr.Doug Anderson for his research on this subject.
