Stonehenge is definitely pre-Druidic. I'm not sure anyone knows for sure who built it. I think the Celtic or pre-Celts are a good guess, partly because there are a great number of henges besides the famous one outside of Glastonbury, and they exist in areas which were settled by the Celts. There are henges from the Hebridean islands down through England and over into Brittany, I believe. Can anyone add more on this?

Stonehenge was build in three primary phases between 3500 BCE and 1100 BCE. This places its construction within the time frame of the Celtic peoples of what would become the British Isles.
