With Aids and STD's the best option is to wait till marriage. Even the schools teach abstinence. If you do not wish to wait, you should be old enough where you can understand all the responsibilities that come with this decision. Think what if your protection did not work. Is this person I am involve with can be responsible enough to be a Dad, or Mom.
It is an important decision which once is done you can not take back and you would lose all your innocence in a blink of an eye.
(Yeah with boys sometimes can be that fast :)

On your wedding night. Abstinence is the only 100% effective way to avoid std's and pregnancies. Condom failure is very common. Condom friendly studies show at least a 10% failure rate for condoms against AIDS, meaning for every 100 people who use condoms perfectly to protect themselves against HIV 10 people will still get it. Independent research, not attached to condoms economically or otherwise, find failure rates up to 50%, although 30% is the normally found failure rate. This is against HIV/AIDS only. For some other STDs the failure rate is even worse, and for some STDs it actually increases a woman's likelihood of contracting them, since the non natural substance is more abrasive to a women's body and therefore more likely to create small tears that allow for easier infections. Even just for pregnancies condoms have more than a 10% failure rate and studies have shown that after a years time 1/3rd of people who use condoms 'most of the time' will be pregnant. Since condoms are the 'most effective' way to avoid any of this the only even remotely sensible answer to 'when should you start sex' is when it is going to be a life long monogamous relationship. Either that or you are just asking for STDs and/or 'unwanted' pregnancies. Its not worth it! Just wait. Sex isn't going anywhere and will still be around when you find the right person to be with for the rest of your life.

Even if you can beggin at 14yr, still at that age you cant control your body, emotions and impulses.
Also you must know about the diseases and prevention before you...do it.
When you are informed about it, you can make a good choice.
