Two possible reasons...During WWII "US APPROVED" was stamped on most items the GI received. They joked that US stood for Uncle Sam.
Second possible answer. In the 1860's Dan Rice, whom Lincoln called Our National Clown, dressed in the patriotic outfit and called himself Uncle Sam.
