Yes, you need a DVD burner.
Most DVD burning software makes it relatively easy to add mpegs to the dvd, and then burn them in DVD playable format...but you need to have the burner and software first.
I use Sonic MyDVD Plus as software, and it's always worked well. Burners vary in cost, I had mine installed in my computer when I ordered it, and it cost an extra 50 bucks. But to have one installed to an existing computer, or to buy an external one, may cost more.
Also, some programs allow you to make what are called "VCD's" (Video Compact Discs) which basically make a CD into a DVD, although not all DVD players can read VCDs (most newer ones can). Check whatever burning software you have and look for the term VCD. The only problem is, CDs don't have nearly as much storage space as DVDs, and can usually only fit 45 minutes to an hour of video.

The DVD video format is MPEG2. If you have an mpeg2 format, then your DVD burning software should be able to mux the VOB files.

You don't need to convert them, just burn them to the dvd, well that's what i did, and so far my dvd can play them.
