It is the state of Sinaloa, Mexico. I would check with a local Holiday INn in your area and tell them the problem. They have Holday Inns in Culiacan but I was not able to find a phone number. So Before you spend mucho dinero calling Culiacan try a local Holiday Inn to help you. Best of Luck
