Technically, a decimal is the same as a fraction, but they are expressed differently. You see 1/2 is .5 so as 3/4 is .75. The same value, but different expression.
If you mean like how can you tell whether a value is a decimal or not, then look below.
A decimal is a fraction with an unwritten denominator of 10 or some power of 10, marked by a (decimal) point before the numerator.
Ex. 0.45 The number 4 is in the tenths place and the number 5 is in the hundredths place. It goes by tens, hundredths, thousandths, ten thousandths, ect.
A fraction is a number used to name a part of a group or a whole. The number below the division line is the denominator, and the number above the division line is the numerator.
Ex. 9/10 There are 10 ten pieces in a whole, but there are 9 pieces only.

a fragment is the ratio of two integers the position the denominator isn't 0. except that, the integers would properly be something. A decimal type is in base ten, which skill this is the shorthand for the sum of digits sped up by powers of ten. as an party, the kind 123.456 is an abbreviation for a million*one hundred + 2*10 + 3 *a million + 4*(a million/10) + 5*(a million/one hundred) + 6*(a million/1000) it may also be expressed contained in the fractional sort 123456/1000 a sort is irrational by definition if it won't be able to be expressed because the ratio of two integers Irrational numbers won't be able to be expressed precisely in decimal sort, in straight forward words about.

Is this a riddle?
If it is, then you need to tell me what is the decimal and what is the fraction. I will then subtract one from the other to get the difference.
Reminds me of the anecdote where the teacher asked John how many feet are in one yard. John replied, "You first have to tell me how many people were in the yard. Then I will tell you how many feet are in the yard".
For a decimal fraction, the denominator is ALWAYS an understood power of 10, e.g. 10^2 (which is 100) whereas in a proper fraction, the denominator may be any EXPRESSED number.

this is a decimal: . It separates the whole numbers from the fraction left, in 10th's, 100th's, 1000th's, etc. A fraction has this character in it: / It can be any numbers that express a decimal nunber into a smaller form. But some fractions are not evenly divisible by 10 so to be accurate, they are left in fraction form.

Decimals are fractions, but not all fractions are decimals. A decimal is a fraction in which the denominator is explicitly some power of ten.
