Well, if you just go by the history portrayed in the 1978 Superman movie, Lex Luthor constantly tries to take over Earth but is always defeated by Superman.
However, if you are searching for reasons beyond what is offered in Superman I, then I suggest checking the history through the comic books.
According to Wikipedia, there are two origins of Lex Luthor's hatred for Superman.
Based on the 1940s comics, Luthor was portrayed as a mad scientist hell-bent on taking over the world or destroying it through your typical "mad scientist" schemes. In the end, he is always defeated by Superman. Because Superman always got in the way of his master plan, Luthor swore to destroy Superman.
Based on "Adventure Comics" #271 in 1960 written by Jerry Siegel, the origin of Lex's hatred goes back even further to Lex's teenage years. Apparently, Lex and his parents moved to Smallville when he was a teenager. Lex and Superboy (young Superman) were actually friends. However, after Superboy's attempt to put out the flames from one of Lex's experiments, Superboy accidentally ruined Lex's experiment and caused a chemical spill which resulted in Lex's baldness. After this event, Lex swore revenge on Superboy - the beginning of his hatred for Superman.

I heard that Superman was supposed to have taken place 5 years after the Superman 2. Remember Superman foiled his plans twice for global domination. Along with those Zod and his henchmen.

Because Superman holds the title of the movie. :-P Does it matter? He is bad, that other one is good. Hey you have watched to many intelectual movies to judge Superman's story by such highly psychical points of view.
In my view, he hates Superman because even though he (Lex) was played by such talented actors (Hackman, now Spacey) and Superman by such bland inexpressive ones, the movie is still about Superman. ^_^ I would hate Superman too in those conditions.

i'm not sure but lex thinks he lost his hair because of superman (i've read it in somewhere)and of course superman never lets him rule the world
