I think that the way the "law-makers" have involved government in matters which used to be decided within the family by the two spouses, has created a much more cautious attitude among the better educated and knowledgeable young people concerning assuming the responsibilities which go with marriage and families. Added to this is the tremendous burden and expense of raising a family, particularly in health and medical matters, not to even mention the rising cost of a college education. I also think that my own daughters and sons-in-law do not enjoy quite the same expectations of the American dream as we "pre-boomer" generation enjoyed. Family values definitely require some attention in a down-to-earth material manner.
