One great way - as long as you are disciplined enough - is to use the envelope system. We have envelopes for clothing, entertainment, auto repairs, household stuff (stamps, etc), and others. Every paycheck, we put the budgeted amount of cash in each envelope. Then, when it's time to buy clothes, we can only spend what's in the clothing envelope. Once the envelope is empty, you can't buy anymore clothes.

I say you have to be disciplined because it would be very easy to take cash from the auto repair envelope to go out to eat. But then again, it's your money and you get to spend it however you see fit, so if that's what you want to do, you can. It has certainly kept us from overspending in any particular category.

just be realistic. you aren't going to stick to a budget that you can't afford. from every paycheck you get, put away a certain month for the normal expenses plus some for things that might come up that you hadn't planned for. what's left is your spending money. don't buy what you don't need. shop on sale racks and cut coupons. there are a ton of ways to save money.
