It depends on the pitch of the blades. Typically you want cool air pulled up from the floor in summer, and warm air forced down in winter. The pitch of the blades is different depending on the fans, so stand directly under the fan and feel for air direction.

You will find there is a certain amount of subjectivity in this, as some feel the breeze should blow down on you in summer. Keep in mind that the warm air is near the ceiling, so what is blowing down is warmer than the air by the floor.

You can reasonably choose to have the fan blow air either up or down. If down, you will feel more air motion if you are sitting under it, but the air will be the warmer air found near the ceiling. If up, you will feel less breeze, but the breeze will be the cooler air from near the floor. Your choice; some fans have direction switches so that you can in fact choose.

Since heat rises, counter clockwise to draw the coolness up from the floor and circulate the air.

In winter it's the opposite to force the hot air down

If you want the air to flow down, your ceiling fan should turn clockwise. Sometimes when I want to get rid of a smokey filled room, I Make it turn counter clockwise, to suck the smoke upward.

The blades eft to right in summer. Just the opposite in winter.
