It's not all the time that you have to buy two. If the other wheel opposite the flat is relatively new and the tread is still good, you don't have to replace that tire. However, when you get a flat wherein you have to replace the tire, it's advisable to buy another tire opposite the flat too so that the car will maintain it's balance and the alignment when you drive it. That way the wheels opposite each other will lose tread at the same time.

Tire tread patterns and tread depths on an axle need to match to prevent adverse handling. Both tires need to be able to shed water equally to prevent a "fishtail situation". Two different tread patterns on an axle will cause instability at highway speeds because they will react differently to flaws in the road. Also put the new tires on the back with your two best old tires on the front. You want the best traction on the rear of the vehicle. Ever seen the "pit maneuver" that police use to end pursuits? Rarely can drivers remain in control when the rear of a car loses traction.

The car will not ride properly. One well-worn tire on one side and a new one on the other... think about it a sec.
If the opposing tire is in better shape than your present spare, make it your new spare.

if the other tire that has air and good tread you only need to replace the flat if the other tire is down to the wear bars then you should replace both

It provides for better Driving, to say it simple. Normally the Best Tires go to Front as this where you want your handling and control.

You want your tires to match. If your front tires don't match, like one is old and one is new, its hard on the stuff that makes the car turn and stuff. The front tires don't have to match the rear, but it's better if they all match.

you only need one if you put them on the back
If you put them on the front you may have a pull to the left or right because the tire is wore and has less tread
