It is talking about how when something breaks, someone is there to "pick up the pieces" in order to salvage said broken thing. In this case you were the thing that was damaged by the break up and Jim was there to pick you up (cheer you up) and make you better again.

It's not usually complimentary, and covers a wide range of personality or character traits. It's a term that denotes someone who is not considered the "norm" ... not always a bad thing, in my opinion.

Let's just say that it is not normally a compliment. As near a translation, "he is an @$$ hole." will come as close as anything.
