It doesn't exactly make your breasts heavy but it makes it lack the firmness to stay upright so they end up hanging.

Wearing a loose bra can result in your breasts feeling heavier but has no real impact on their actual weight. You can be fitted at most nice department stores and all lingerie stores for a bra. A fitting will enable you to then choose better fitting garments and end this issue all together.

If by heavy you mean bigger, no. but you should definitely get a bra that supports you well. it's best for your back.
