Make sure you have the port it's listening on forwarded in the router (or set to DMZ) and make sure you don't have a firewall or windows firewall blocking that port. Also forward a port range of say 100 ports for a passive connection.

You need to set up FTP server software on your server, and also open the right ports in any firewalls. The usual/default ports for FTP are 20 and 21. I find that I need to turn off my local firewall (ZoneAlarm free version) whenever I want to do ftp from my local machine to an ftp server.

it's very simple without using soft wares, as FTPserver or something like it, you must go first to panel configurations, than to add/remove programs, after it you will choose add/remove Windows components (something like it) than look for "Internet services (IIS)" click it than click details, you will find over there "FTP services" click on it, than OK...... maybe you will need to reboot your system, and it's better to get the final and working system files...... I Hope I explained it well, my system is french so I just guessed what is in the English one...
