Garden peas should be picked after the pods 'fill out' and do not 'sound' or feel hollow' but BEFORE they get VERY hard. When the pods are extremely hard, the peas are already ripening and turning to starch inside.
Open some and taste them, the peas should be sweet and round. If they taste a bit bitter, you waited too long. Dry those and use them for soup.

By the way, when you DO pick them, shell them immediately and either use them, or put 3 lbs in a plastic container with a half cup of water, microwave for about 4 minutes or until they barely change colour, then blanche them in ice cold water, drain them, and freeze them in airtight plastic bags.
When you go to use them in a few months put a couple of cupfuls in a bowl, microwave for 2 or 3 minutes until the ice melts and before the water boils, and they will taste just like FRESH garden peas.

I don't think the time of day has anything to do with it. Pick one that the peas feel mature. Open and see how they look. This is personal taste, Some like them really small because they are suppose to be more tender.

generly when your are going to use them but dont pick them before they are redy how you know is if when you press on the pod and it is farly hard
