One word of caution. Be sure your sand is free of ANYTHING that may damage your liner. Your local pool place should have sand used for this purpose. If not, try and find sand that is bagged and labeled for a child's sand box. Tamper the sand as you go along screening it. The sand should be compact enough where it doesn't easily leave footprints. Otherwise, you will have a nice level floor base and the first time you use it, you will make lots of footprints, especially if you add more than a few inches of sand. Dirt pools in these footprints and can make vacuuming a little more difficult and it's very noticeable when your standing and walking in your pool, stubbing your little pinky toe. I know this from experience. First liner had holes in the bottom (bad sand) and the guys who did it never tampered the sand. When I (and I mean me) replaced the liner, I was sure to use pristine sand and tamp it down. No more pools of dirt, and no more stubbed toes. Good Luck!

If you are asking how to level something that big then here is what you need. A hose level! They sell them at homedepot but is really only a clear tube with water in it.

Use the finest sand you can find, spread it out evenly and tamp down, or you can rent one of the weighted rollers they use for lenolium to roll over it, dampen the sand with a hose sprayer and roll and let dry several times.
