Yes but in the UK (England) they have to give you 72hours notice, If you are in England and they haven't done this then got on to the conical and tell them of the inconvenience this had coursed you.

They have to do maintenance and upgrading. Many times they cannot perform some of the work on "live" or "HOT" circuits, for safety reasons. They do have to notify you of an impending outtage, so you can take appropriate action or prepare for it. And it looks like they've done that.

If they can justify the work needs to be done, yes. If you have special needs, like a person in the home on medical equipment, they have to provide you with a power source.

Yes, they may do that. They have to be able to maintain the wires. It is either a scheduled down time or an unscheduled one. I would suggest going somewhere with A/C like the mall or library.

Today is July 15 ---
This day of drama is past for you, by now -
Wondering how you survived the trauma?
All back to normal, now?
Guess you found out - you can't fight city hall, or the utility company. . .sorry to hear about your distress - and I hope you found someplace cool, to weather the summer heat, that day?

I believe they can as long as they notify you. Even though it sucks, they are probably trying to maintain their equipment in order to serve you. It appears they are trying to do it when most people would be at work between 8 and 5.

Without knowing for sure I would say that they can with the required notice. I am curious to know what they recommend you do with your refrigerated and frozen food.
