alright so i boot my computer up normally and then it goes into this thing saying what choices i want to do like start windows normally or load recent settings that worked and whenever i do that it loads and then goes into this blue screen then restarts the whole computer

it might be the blue screen of death which is normally software related, or it could be bad clusters on your hard drive due to a sudden loss of power etc, before you go and install windows, Im presuming you use windows xp, go to start> then click control panel > then click administrative tools > then click on computer management, where you see your hard drive right click on it and chooce properties, along the tabs on the top of the next screen there is a tab called tools, click on this then click the error checking button, it will tell you that the process is currently being used and will start when your computer is rebooted, then go out and restart your computer.
If there is a problem and it cant start because of an error in the windows files, then put your original windows cd in your cr-rom and go into your bios settings and boot from cd, then when you get the options screen chooce to repair windows, then go through the motions, once this is done and it reboots your error checking software will kick in and check the hard drive for errors.

ok i'm going to clarify what fawcett said a little, he was on the right track... put your windows install cd in your drive, then boot windows. it should boot like its going to install. when it asks you want you want to do, choose repair. it will ask you a few more questions, which are basically like "are you sure?" eventually you will get to a black screen with a command prompt, something like "C:\" when you get that, type "chkdsk /p" without the quotations. this will check to see if your hard drive has bad sectors, like scratches sort of. bad sectors means it cant read the information there, so it wont start up. after it finishes with that, type "fixboot" again without the quotes. that should fix whatever bad sectors it found. it will ask if you're sure, type "Y" and hit enter. when thats done, type "exit", hit enter, and reboot it normally (take the CD out first). if that STILL doesn't work, put your CD back in, reboot and choose repair, just like the first time. this time, when you get that "C:\" command prompt, type "chkdsk /r". the only reason i didn't tell you to do this the first time, it's reeeeeaaaalllly long, and the other way is shorter. after thats done, type "exit", hit enter, take out your CD, and reboot normally. this SHOULD fix it. in a couple rare cases (like mine) it didn't, and i had to actually reinstall windows, lets hope that's not the case for you.

What does the blue screen say? Can you catch an error code or something? Try using the last good configuration option when rebooting.

this means you turned off your computer without shutting it down, meaning you unplugged the power cable or tunred off your power strip, ect. which you shouldnt do. try starting windows normally. if this doesnt work, you may have caused an error to your hard drive anbd you need to re-install windows.
