Because his hubris and arrogance, unfortunately, keeps him believing that's he's better than everybody else, except for a few of his rich, influential friends that bail him out when he's in trouble or help him steal elections.
Bush grew up a spoiled rich kid, destined to become president because of his family dynasty, NOT because he's such a great leader. His paranoia and avarice forces him to treat everyone as enemies; enemies can be taken care of with guns and ammo , and Bush likes nothing better than to play "cowboys and Indians"with other peoples' lives. -RKO-

I'm assuming you are referring to either his idea that we should and need to be spied on or the fact that he does everything he can for big business at the expense of 'the people'.
1. Bush, much like Hitler had quoted, believes that the 'masses' do not have sense enough to lead themselves. Bush actually takes this even farther to apply to congress also. Rumsfeld has actually been quoted as stating the reason they didn't inform congress about some stuff they were doing was because congress couldn't be trusted to handle the information safely. In other words, Bush believes on the executive branch knows best and all else are untrusted morons.
2. The republican party has been owned and controlled by big corporations for the last 40 to 50 years.
