be 1st person 2nd person 3rd person
Present tense-

Past tense-

It's "when I was young," because if you take away the "when" and the "young," you get "I was," which is right, as opposed to "I were" (and you can see that doesn't make sense gramatically). If you want to be technical about it, "were" is the past participle of the verb "to be" for the second-person singular (you) and all plural conjugations (we, you, they), and "was" for the first-person singular (I) and third-person singular (he/she).
But that's only if you want to get technical ;)

#1 "When I was" -- "I was" is the simple past tense, talking about something that really happened at some point in the past.
"were" with "I" is used in special situations, for talking about something that is NOT real -- "If I were king of the forest", "If I were a rich man" (but I'm not). Notice that in this case you are NOT talking about the past (even though "were" is a form used for the past tense in other situations), but about something you are imagining being the case either now or in the future.

When i WERE young is incorrect; however, "If I were young.." would be correct.
