It depends....if at the beginning of the highway there is a traffic sign that advise you it is illegal to ride the bike on it then is, if not you can ride your bike there and have no problem...

in the united kingdom you can ride on the pavement (sidewalk) until the age of 11 but not sure about around the world ??by highway do you mean road or motorway? you cant ride a bike on the motorway unless over 50cc( i think)
