The semi-circle is there to keep players at least 10 yards away from the penalty spot during the kicking of a penalty.

I'm not sure but it would seem to trip them up because so many players seem to end up on the ground rolling in agony and waving to the ref in that area.

It's there to make sure everyone has to run the same distance (10 yards) during P.K.s.

I believe that it's for when penatlies are taken. That's the distance everyone must be from the ball. I could be wrong!
