Take the first nine, stretch it out so it becomes a straight line and looks like the number 1, then wrap the tails of the second and third 9's around the circle parts of the 9's so they become two circles (a pair of zeros), then take the fourth nine and unwrap it, then fashion it into a question mark shape.
With that you make four 9's become 100? just like your question.
