Everyone is right: yes it can be replaced, and yes you need special tools. However, it might be easier both financially and labor-wise to spend the extra money to buy a new or rebuilt A/C compressor, rather than fixing just the clutch.
Also, there may be something going on inside of the compressor causing the clutch to seize up. It would stink to replace the clutch, just to find out the compressor was the cause in the first place. Call around and compare prices -- it will probably be only a few bucks more to replace the entire compressor.

Yes it can be replaced, and yes you need special tools. There is usually not much difference in the price between a new clutch and a rebuilt a/c compressor with a clutch. Example I had a Chevy S10, a/c clutch alone was $190, rebuilt compressor with clutch was $236.

YES IT CAN BE REPLACED AND YES YOU NEED A SPECIAL TOOL. IF YOU INSIST ON REPLACING THE CLUTCH ONLY TO HAVE YOUR HEART BROKEN BECAUSE THE FRONT SEAL IS LEAKING TO YOU CAN BUY OR RENT THE TOOL. FORDS COMMONLY LEAK FROM THE FRONT SEAL AND CAUSE AN OILY FILM ON THE CLUTCH AND THE BOTTOM SIDE OF THE COMPRESSOR. BEING A 1999 I WOULD OPT FOR A NEW OR REMANUFACTURED UNIT. AUSTIN BAKER HAS THAT UNIT NEW FOR ABOUT 200.00 WITH DRIER AND OIL. AUSTIN BAKER IS LOCATED IN DENTON TX AND SHIPS WORLDWIDE. THE CLUTCH IS 60.00 TO 90.00 GOOD LUCK
