I don't think they're allowed to sell any sort of fireworks that leave the ground. That's why you only see sparklers and snakes and that sort of thing.

not bottle rockets i dont think but lots of colorful fountains and stuff that give off sparks

Just like everything, it depends on what state you live in. In Texas, no, because we have road-side vendors too.
