It's just your foreskin. You should be able to pull it back to expose the head of your penis. If you cannot easily do this then you may need to be circumcised. This means having the skin at the end of your penis removed. It's a very small operation. If the foreskin is too tight it may cause you problems when you start having sex.
But the most important thing is that you don't worry about it. Ask your dad or another male relative about it or google it.

your not circumsized so get on with it but i will tell you this if that is the case the best thing you can do is keep it clean my husband has the same skin and when it gets hard it pulls back and you dont see it fet the my body book from the library and start reading up on the puberty what it is and what happens and if you need to talk to another man in you family or your mom if your not comfortable you need to start to have that talk about sex and you with your parents because if you afraid trust me so are they and about that skin leave it alone done do nothing stupid just keep it clean and wash you hand before you play with the thing to explore your body is fine and its perfectly normal like i said go get some book from the library and talk to and adult in your family im a mom and have a girl trust me your parents are wondering sohould they talk to you or wait be brave be first
