So why do the NASA employees getting the astronauts ready have them in their sleeves?

so they can see what they are doing. The sun outside of the earth's atmosphere is actually very dangerous producing very harmful radiation. Most of the time, they operate on the night side of the planet to avoid the suns harmful rays.

Its for those awesome orbital raves they do up there.
No, really, in space, there's no air molecules, or much anything else, so light pretty much travels in a totally straight line. Should an astronaut accidentally loose his grip on the shuttle or whatever he's working on, he'd just get lost, and managing to actually aim the search light onto him would require enornous luck.
Also, in the unfortunate event of a micrometeorite shower smashing up the astronaut, his electric equippment would not work, but a glow stick is a chemical process, so even if the stick itself were broken, there'd still be globs of glowing liquid floating around him, and anyone left alive might still be able to recover the body.
Glowsticks also are cheaper, lighter, and more reliable than most flashlights. When you're going into space, you don't want anything to break down, and you do most anything to shave off a few pounds to save fuel.

So that cars will see them and not crash into them when they are crossing the... wait... there's no cars out there!
Probably so that it's easier to see them when they are on a space walk, or to help locate them after landing.
Of couse, like the first answerer said, it could always be because it's so freakin cool.

Just one and the rest of the world revolved around him/her.
But seriously folks, it is because if they have a emergency water landing they can be easily seen.

Cause if they get on the far side of the shuttle from the sun, they can't see, literally, a damn thing without em.
