First of all you should buy a domain name which siuts for you and the u had to purchase the web space approximately 10 Mb or more. The you can upload your web page to that space by using some FTP protocols (Eg: Cute FTP). You can vie the uploading of the files just like we are downloading from the internet.

First try some of the free service offered by Internet provider. One of them is geocity from yahoo. It has all the tool that you need to build a web page. Once you get experienced you can buy web space and make web page in frontpage express from Microsoft.

you didn't say if it is already written. if it is then upload it to your host if you have one.
since you didn't say who your host is then i can only give you a general response.
some hosts only allow you to upload files in their file manager usingan upload utility that they provide.
some hosts only allow you to use a program to ftp (file transfer protocol) your files gto your account.
some hosts allow both methods. you will have to read their faq pages to find out which they allow. plus you need to know the name of the ftp server if the allow it.
here at yahoo the ftp server is
ftp.geocities.com
if you have a uk account then it is
ftp.uk.geocities.com

Depends if you've created the webpage in a certain programme or what.
A bit more detail wouldn't go a miss!
