Some subdivision agreements banned certain items when the complex or subdivision was built. At one time, clothes lines were considered an eyesore. Townhouses/Condos ban them as they would change the cosmetic appearance of the complex. Talk to city hall to find out more or to try and have the agreement changed.

Because some people do not want to look out of the windows of the expensive houses thay cannot afford only to see sombody's ratty underwear and bra straps flapping in the breeze over the fence in the yard next door.
Some places even dictate what color you can paint your house or the picket fence in the front. If you don't like that, go move into some decrepit Appalachian trailer park where they don't even bother to wash their clothes and everybody has the same last name.

There is no such law here, however one of the neighbors did not like to see the one clothes line in our back yard that was used mostly for hanging out bed sheets in the summer when our children were small. The laundry was promptly removed and replaced on the beds. and they smelled ever so good after they have dried in the fresh air. I still hang out the bathing suit or cover up after having been to the pool , now its on the patio.

Some people just don't like it when other people air their laundry in public! (ha ha). Seriously, I would say that type of zoning issue would come from a hoidy-toidy neighborhood where people have housekeepers tend to that sort of thing. It's a class issue... nothing more. Some gated communities don't even allow the American flag to be flown. Go figure.

Try to conjure up this picture in your mind.
In every yard two tall poles visible above the fences, if permitted. Imagine further if no fences.
Now, visualize those lines full of all the laundry from a household in every yard within sight.
It will resemble a getto. Maybe you can use one those carousels.

Simply because they look ugly and tacky, and lowers property value since people wouldn't want to buy a house in neighborhoods with houses displaying clothing lines. at least I wouldn't.
