Actually it would be 7.30pm only, since we follow the Indian Standard Time (IST), which implies that every city has same time at every instant.

But geographical there will be a difference of 17.2 minutes between the two cities. And this effect can be seen if you observe the times of sunrise or sunset of the two cities. In Delhi the sun will rise 17.2 minutes earlier than Mumbai.

Mumbai is situated at 72.82°E latitude and Delhi at 77.12°E latitude. So there is a difference of 4.3° between the two cities.
earth takes 1440 minutes to complete one rotation or 360°. So now you can calculate how many minutes does it take to cover 4.3°.

Interesting thing is...geographical there is a difference of 1 hour between Mumbai and Calcutta.
