general rule, marry in the county in Texas that the license is issued. It is a legal document in all 50 States and internationally recognized.

Yes. But it is customary to get the license in the county that you wedding is going to be in. But different counties can expedite the waiting period quicker than others. Are you sure you want a license?
License definition is to allow something that would be illegal if permission was not granted. You don't need to have a license, it only makes the state a third party to your marriage i.e., it will be able to tell you how to raise your children or dictate divorce, should that happen. You only need have witnesses sign on the space provided in your family bible to make it legal and binding as a contract between two people and that does not cost you any money out of pocket.
