The answer is YES. There is a surgery I've heard about to undo circumcision. I've read an article on it and aparently it's a fairly new procedure. I've no idea of the costs though.

Wouldn't this be on par with an amputee asking if he can have his arm back? I'm not sure that there is a surgical procedure to replace foreskin, once its removed from the male penis. Good luck getting it done, though.
