What are the numbers 0 3 4 0 doing at the back of the question?

Well anyway
3A - 10B

if I read your question correctly:

A = [-2, 4; 0 , 3]
B = [-6, 2; 4 , 0]

so 3A - 10B = [-6 + 60, 12 - 20; -40, 9]
= [ 54, -8; -40, 9]

first row is 54 and -8
second row is -40 and 9

3A = [-6 12]
10B = [-60 20]
3A - 10B = [-6+60 12-20] = [54 -8]
