If you are 10 then you are far to young to shave, there is no way you can be a hairy freak at 10!!

Do you mean your face or your body?
The reason that I ask is because it's unusual, in some cultures, for men to wear facial hair--and when it IS the custom, it's often associated with one religion or another, and if one is not a part of those religions, then it can make for some social awkwardness.
I think that your mom should allow you to shave your face--just so that you don't stand out too much.
Body shaving is unusual for men ('though it's more-common for those who participate in some sports), and doing so could make you "stand out" in the same way that NOT shaving your face could make you stand out. That's probably the reasoning behind her rules behind shaving off your body hair.

Choose a close male in your family or a good male friend of hers and share your dilemma with them. They will probably understand you, and speak for you. My son was very hairy, and I was a bit reluctant when I saw how young he was when he already needed to shave. Your mom is being a mom, maybe a little extreme. If you don't live with dad, any close male relative or friend she respects will sympathize with you and either explicitly talk to her or just comment casually, "wow! He's ready to shave."

explain to your mom where you are coming from without getting mad, then try cleaning the entire house, then ask her again. If she still says no, convince her about how responsible you are and ask her to show you how to shave, she's just concerned but if you prove to her you can take care of yourself you'll be fine =o) you aren't too young. Kids at my school were shaving at 12 and you are only 2 years younger, you can keep asking your mom, she might come around! good luck.

Shaving? Your underarms? Be careful with razors, they are sharp.
