Italy would probaly win thanks to the Gigi Buffon. He controls the team. He boosts their confidence. He is an icredible goalkeeper and Lehmann is not going to be able to keep up with the Italian shooters. Although the germans have Klose, Podolski and Ballack, I don't think it will be enough to fend off the Italians.

1. Italy lose at penalty Kicks in '90 (Argentina, semi-finals), '94 (Brazil, final) and '98 (France, Quarters). Just to point it out how unfair your question is, we Italians call it 'l'incubo dei rigori' = 'penalties nightmare' ;-)
2. I can't remember a team winning quarter and semis at penalty kicks. So I HOPE it won't be. However, my prevision is a square 3-0 for Italy.
3. I guess both teams have great goalies, but when a goalie saves a penalty the shooter has to be blamed. There are many ways to shoot a penalty avoiding save chances. Totti against Australia has scored in this way. So, if penalties happens, I hope all azzurri will keep their head as Totti did.

Germany, coz Germany never lost in penalty shootouts in WC and also they have better shooters than the Italy ones...

Germany bt Argentina via penalities so Germany might'be better.

Germany for sure they have Jens lehmann that is one of the best goal keepers in the world,better then Bufffon.
