Argentina is the best example on the world...
Used to be the 7th country in the world until the Peronism appeared.
The only solution for that is that the population agree that they should remove them, and proceed to that, and never ever vote for them again.

All above answers have certain degree of merit.
I can add this much:
The "MESS" you refer to is not immediately recognizable, but it's the separation of those elected to office from the rest of the governed.
We really don't know how the representatives of a free society are voting when we aren't looking.
So the word "representative" is misleading.
Since Bush wasn't originally elected by the majority, we can't truly say he's our elected president.
A flaw occured in or election process and now we're stuck with it for two more years.
Elected representatives are there to serve those who made the effort to go out and vote, not the special interests or the guys delivering the bags of money to them.
We have grown farther and farther away from those who are supposed to be there to serve our needs, not the needs of those who spent the money to pay for the campaigns.
When any one of you are asked to live among five strangers so you can share the expense of a $1,500.00 apartment, you should know that you have been exploited.
If you fall in this category (and I believe many do), then you need a voice in the government.
Too bad, the likes of Ken Lay got to them.

Looks like they have legalized the dope for their own benefit, and now everybody has to suffer because of their brain damage. Just kidding...Have no idea. Why do you say they are stupid? Netherlands's per capita income is as high as France, Much better than Italy...They must be doing something right. What is wrong?(aside from criminal, prostitution, drug problem) Hey, at least they are not in the war every other year like some countries.

Show me any country, that hasn't become a total mess yet, because of the quality of the government...
Netherlands, one of the last nice countries... People seem to be there more happy, then anywhere else across Europe...
But i guess it's not because of the politics.. ;D

You have made reference to moral and intellectual qualities of those governing a nation. Some officials are honest and some are corrupt. Experience shows that where democracy and legal system is well set corruption is avoidable.

All governments are bad. just self serving interest groups. The world exists in a state of flux and anarchy and it is just these who have gained power in this fluid state.
