Somebody says like this. 'It will take 1 or 2 weeks for you to receive my letter.'
Is grammatically OK? I'm wondering about this.

1 and 2 should be spelled out, but that's being nitpicky. and I would say, "one to two weeks" not "one or two weeks."

It is grammatically correct with a small change. If using within a story or paragraph, you would spell out the numerals:

It will take one week, or two weeks for you to receive my letter.

It will take one to two weeks for you to receive my letter.
You will receive my letter in one to two weeks.

since you are using 2 numbers it is appropriate to do numerically...otherwise if only using 1 week you would spell it out

How about simply saying...
"You should get my letter sometime within the the next fortnight."

Yes, accept you cannot use numbers in written language you have to write them out.

one or two weeks you have to write that.
