there are larger wheels on the dumpster it would roll better on rough surface i say the dumpster

Well, depends on the TV. If it was one of the ones in Times Square, then the TV. But in most caes, the dumpster.

It would be hilarious if the TV hit something on the way down and the picture tube exploded!
Also the dumpster would look d*mn funny, and if that hit something, someone would have to pick up all that trash!

If the international is so straight forward as your question (2 gadgets rolling down a desirable hill without friction or resistance) then they roll a similar. in case you pass to the nearest grass coated, windy hill right here contained in the real international, notwithstanding, the best cylinder will certainly roll down the hill swifter because it may extra genuinely roll over the grass and reduce the wind.
