What is your question? How to decide which way to pronounce the word when reading? How to figure out which meaning is intended?

In either case, you need to use sentence context... the word's place in the sentence tells you which pronounciation/meaning it is.

I live in New Mexico. -- verb form is short vowel
I saw the live rock concert. -- adjective form is long vowel


I read the book yesterday. -- past tense is short vowel
I read every day. -- present tense is long vowel

The wind was blowing. -- noun is short vowel
Don't forget to wind the rope tightly. -- verb is long vowel


For each word like this, you have to memorize the pronunciation and meaning rules.
