You have gotten a lot of answers that talk about one kind or another of decaying flesh. The are probably right but there are two details that should be added. The flesh should be about a 100 degrees and kept moist. The worst smell I ever smelled was a pork roast still rapped in plastic, left outside, in the sun, on a 95 degree day. The smell was so loud that even when it was 20 feet away it was difficult to breath. It was difficult to concentrate on anything else even though I was asked to.
The second worst smell is pig waist on a hot summer day. There is no other animal that smells like that. This is also a breath taking smell. You try to breath in but your lungs reject the air.

This isn't THE worst smell but it is very annoying when it happens. A skunk spraying on a night where you desperately need to have your windows open to cool off because it was so freakin hot all day and now you have to close them because of a skunk!
