I've tried top quality weedkiller...and they still come back.

Mix white vinegar & salt in a spray bottle & spray on weeds. Careful, 'cause it'll kill everything in it's path even the nice flowers & grass.

Is it a garden, with foods and veggies, or is it plants and flowers?

If it's plants and flowers, you could do a very labor intensive act and put down a weed barrier (breathable fabric barrier sold at any garden store), it would take a while and you might hurt some plants in the process. If you use the fabric, do not put soil on top of it...it will just give weeds a place to grow...just put mulch directly on top of the barrier. I put down a barrier about 1 year ago in one of my beds and have only pulled about 2 weeds out...I live in FL so everything grows year round.
Or vinegar works really well to kill weeds, but it does kill all vegetation, so you have to make sure you don't get it on grass or other plants. It only kills them and makes them shrivel up, you'd still have to go pull them after they're dead.

You do not say what type of weeds nor where you are located.

Leaving aside the herbacides - especiallly the Sodium Chlorate [which can prove to be a really wicked chemical] - digging them out is the way.

As a professional gardener, for nearly 40 years, i have always relied upon the Hoe [surface] and or the Fork [deeper].

Good regular husbandary within the garden will keep the weeds to a minimum. You will never entirel eradicate them.

try roundup spray on a dry wind free day
mix 14 ml to 1 ltr of water and spray everything the weeds may seem to come back but there is an old saying in gardening
1 year of seeding 7 years of weeding
Its very true

hoeing regularly will keep the annual weeds down but the perenial ones such as bindweed, dandelion, couch grass really need to be killed with roundup

The easiest, cheapest and most eco-friendly way I have found is to spread a layer of grass clippings between the plants or rows of vegetables. It suffocates the weeds, and also puts nutrients back into your soil as it decomposes. A layer about 2 inches thick works well (spread evenly), and if any weeds pop up thru it, I just pluck them out or add more clippings. Make sure to leave room around the plants you want to keep though, because as the grass breaks down and decomposes, heat is generated that can stress small plants. - Good Luck!

Pull all the weeds...dig a few inches down area by area...relocate the topsoil to the area next to where you're working. Lay down plastic sheeting you can find at any Garden Center and then simply spread the topsoil back around evenly. This will prevent weeds from growing through. This can be done around other plantings.

My lawn service advised me the only way to really rid yourself of sand spurs is to pull the "flowers"(seed heads while green) every couple of days. It seems to take forever but it does work. 10 Min's a day each growing season and they were gone by the middle of the second season(and my yard was about 1/2 sand spurs when I moved in). Now I just watch for more "Flowers" when in the yard in case any seeds were tracked in.P.S. Works faster if you have kids and can make a game of it.

If it's bindweed, pulling it out will just make the situation worse. The roots are brittle and break into a trillion pieces, causing a trillion little bindweeds to grow!
Try growing it up a pole and then carefully paint weedkiller on the leaves. Use a weedkiller that kills the roots.
