Yes, there are screws you can get that have unique slots that require special tools to remove. They're called vandal-proof screws, might find them at your local hardware store....and, yes,it's happened to me. Idiot thieves think they can fool the cops by putting stolen tags on a different stolen car

Well you could wire the plate up through a power converter to the hot side of the battery, using the power converter to up the voltage. Then if someone touches it and makes the connection to ground it will shock the crap out of them. Just joking I have no idea how you would do this other than using the type of screws that require a special tool to remove like the ones you see on toilet stalls.

Use a hexagonal headed bolt to hold them on. You can steal a number plate with a coin but who has an allen key in their pocket.
